RPA’s proposed support mechanism to enable emerging renewable energy sources to enter the Renewables Obligation

The RPA has been working for several months on support measures for the emerging technologies. It invited a number of organisations to a meeting to discuss the proposals, with the end result that a letter signed by a number of organisations was sent to the Energy Minister.
The proposed mechanism is described in the attached document (and provisionally referred to as Pre-commercial Renewables Offtake Contracts or ‘PreROCs’) meets the main objectives, which were:
  • To be coherent with, and complementary to the RO
  • To stimulate economies of scale
  • To focus funds on successful projects and technologies
