Climate Change Bill
Submitted: 15 November 2007
The Climate Change Bill is a legal accountability framework to help reduce our carbon emissions and meet carbon reduction targets.
Its main elements are:
  • to make carbon reduction targets, to reduce CO2 emissions by 60% by 2050 and 26% to 32% by 2020 against 1990 levels, legally binding.
  • the introduction of 5 year carbon budgets and reports
  • the creation of a Committee on Climate Change to investigate if the 2050 target should be strengthened and report on including aviation or shipping
The Bill is scheduled to have its second reading on the 27 November 2007 in the House of Lords.
