This document provides a short overview of the EU ETS, arguably the greatest effort to date by national governments to implement the Kyoto Protocol, and key areas of interest for the biomass sector arising from carbon trading.

The EU ETS Directive and associated guidance documents (the latter still being in draft form) suggest that the combustion of biomass will not give rise to emissions of CO2 under the scheme's rules. This will present a clear incentive for operators of EU ETS installations to switch to fuels producing lower carbon emissions.
